Irresponsible Owners or Irresponsible Parents

The news that a 10 year old girl suffered 70% burns from an unmanned tanning salon made me think. If she obtained alcohol and got very drunk, many people would be very critical of the parents. So this is just about education and attitudes towards tanned celebrities as it is about changing the law.
